Creation of Tax Incremental District to Finance Utilities to Site

First Industrial Realty Trust, Mt. Prospect, Illinois, anticipates closing the end of July or early August, 2015 on the sale of the Tunkieicz property, located on Highways S and H in the Village of Somers.  The Tunkieicz property was recently annexed into the new Village of Somers early June, clearing the way for the creation of a Tax Incremental District which will finance the estimated $3.2 million required to bring sewer and water to the development site.  The water and sewer will run from the west end of 31st Street, cross two sets of railroad tracks, cross Highway EA, and proceed west to the development site.

Creation of Joint Review Board

To implement the creation of the Tax Incremental District, Wisconsin Statutes 66.1105(4m) requires a Joint Revenue Board to be established.  The Board consists of one representative of each of the taxing bodies that have the power to levy taxes on the proposed First Industrial Realty property that falls within the District.  On July 6, 2015, the Joint Review Board was appointed at a public meeting held at the Somers Village/Town Hall.  Newly appointed members include:  Patrick M. Finnemore of Kenosha Unified School District, David Geertsen of Kenosha County, Bane Thomey of Gateway Technical College, James McPhaul, public member, and George Stoner, Village of Somers President.  Stoner was also elected Chairperson of the Joint Review Board.

 

Village Plan Commission Recommends Tax Incremental District to Village Board of Trustees

Following the Joint Review Board meeting on July 6, 2015, the Village of Somers Plan Commission held a public hearing regarding the proposed project plan, boundaries and creation of the Tax Incremental District.  The Plan Commission vote was 6-0 in favor of recommending to the Village Board that the Tax Incremental District No. 1, Somers, Wisconsin be created.  This will be an agenda item on the Village Board meeting on July 20th.

The next meeting of the Joint Review Board will be at 5:00 PM on July 27, 2015, to approve or deny a proposal from the Village of Somers requesting to create the Tax Incremental District No. 1, Village of Somers, Wisconsin.

 

Village Board Approves Creation of Tax Incremental District No. 1, Village of Somers, Wisconsin

At the July 27, 2015 Special Meeting of the Village of Somers Board of Trustees, Resolution 15-011, approving the Project Plan and Establishing the Boundaries for and the Creation of Tax Incremental District No. 1, Village of Somers, Wisconsin, was approved by a 7-0 vote.

 

Joint Review Board Approves Resolution to Create Tax Incremental District No. 1, Village of Somers, Wisconsin

At the July 31, 2015 Joint Review Board meeting, the members reviewed the public record, planning documents and Plan Commission Resolution adopting the Project Plan and the Resolution passed by the Village Board approving the creation of the District.  The vote to adopt the Resolution approving the creation of Distrtict No. 1 was approved by a vote of 5-0.
